The Moke Owners Association of Victoria is in favour of the introduction of the Log book scheme as proposed by Vicroads and will support, via the Association of Motoring Clubs, any of these changes that will see more of our Members using their vehicles for club or personal use. We see the changes proposed having the potential to increase our membership and the greater use of the vehicles should see greater patronage of the few remaining business supporting our vehicles.
Currently the MOAV has 6 vehicles on the Club Permit Scheme and show of hands during our recent monthly meeting suggested that number would increase to approx. 20 vehicles under the proposed log book scheme.  
The main reasons for the increase  are less restrictions for personal use outside of club activities encourages people to bring their fully registered vehicle under the CPS or to bring a second  or third historic vehicle under the CPS now they are likely to be able to get greater use from the extra vehicle. For many members the Moke is a fair weather car only and we tend to have less activities during the colder months, however the proposed CPS changes will members greater use during the warmer months.
As a club we encourage and educate members to learn about their vehicles and do the mechanical work themselves or with the assistance of our Service Days run bi monthly and would like to suggest that the limitation on going no more than 50m from the exit point of the garaged address, without a log book entry, is not particular practical. This is taken from the view point of someone who maybe needing a short test run to diagnose or review the braking or handling of the vehicle. A change like a radius of 500m from the garaged address would allow most people to go around the block or at least do several brake test or gear changes as you might.
In short we are eagerly awaiting the introduction of the revised CPS and welcomed the chance to offer our feedback and support for the proposed changes.
